Emergency Medical Services Manager (EMS Deputy Chief of Staff)

SUMMARY

Hennepin Healthcare has a current opening for an Emergency Medical Services Manager (EMS Deputy Chief) in our EMS Administrative department. This full-time position will work days, evenings, and nights.

Under the general supervisor of the EMS Assistant Chief (Director) and the EMS Chief (Senior Director), the EMS Deputy Chief (Manager) has the authority to direct staff and is responsible for the coordination of department operations. Act as a point of contact for department operations for hospital personnel and other public safety agencies in the county, region, and state.

Is responsible for oversight, hiring, and retention of EMS personnel including operations, communications, education, and special operations. Direct supervision of Field Training Officers (FTO). May supervise battalion chiefs (supervisors) and other support staff.

RESPONSIBILITIES

  • In collaboration work with deputy chief of other departments in ensuring budget compliance and control expenditures. Request or report purchases to EMS Assistant Chief (Director) for approval and appropriate cost center responsibility. Recommends operating, discretionary, and/or capital budget initiatives
  • Direct supervision of Field Training Officers (FTOS) and indirect supervision of battalion chiefs, paramedics, EMT-EMDS, and other support staff
  • Work collaboratively with other Deputy Chiefs (managers) in maintaining department policy and procedures and other services and activities for the EMS department. Ensure department compliance with OSHA, HIPAA and The Joint Commission
  • Responsible for hiring and retention for EMS department. In coordination and collaboration with the other deputy chiefs (managers) in specific job class requirements and specifications
  • Responsible for development, implementing, and maintaining a sustainable Field Training Program and the Field Training Officers (FTOS). In coordination and collaboration with the operations battalion chiefs (supervisors) in maintaining the FTO program
  • Responsible and oversight of internal department work groups, teams, committees that include leadership and employees
  • Oversight of staffing levels and schedules (scheduling) for each department. Facilitation and coordination of staffing committees
  • In the absence of the department scheduler coordinates and ensures the processes payroll for department staff
  • Understands, administers, and enforces the labor agreements and Human Resource rules
  • Responsible for maintaining the authorized department uniforms. In collaboration and coordination with other department deputy chiefs (managers) and their specific needs & requirements
  • Responsible for internal and external department awards and recognition including programs
  • Oversight and coordination to ensure compliance of EMS department annual performance reviews
  • Perform the duties of the battalion chief (supervisor) as assigned and working in that capacity in the field as needed
  • Operates emergency vehicles, administers basic and advanced life support techniques, performs related duties in providing emergency medical services, and transports sick and injured persons to and from a health care facility
  • May receive emergency calls and dispatch emergency vehicles
  • Perform the job functions of a paramedic or EMT, when working as a member of a crew, subject to training and certification

QUALIFICATIONS

Minimum Qualifications:

  • Bachelor's Degree in business, business administration, management, education, finance, economics, healthcare, health sciences, public health, communication, computer science, information technology or related field;
  • Four years of approved paramedic and/or EMT/EMD experience with an active ALS service, subject to the operations or communications and technology job class
  • Two years of supervisory or administrative experience in a direct care or support health care occupation

OR

  • An approved equivalent combination of education and experience
  • Certification by the State of Minnesota as a Paramedic or EMT, subject to the job class requirement. Obtain job class required certification within 18 months of hire. Requirement will vary depending on current EMS leadership qualifications.
  • Certification by the American Heart Association as CPR provider and/or ACLS provider
  • Must have a valid driver's license or state equivalent and must have a satisfactory driving record including no more than two moving violations in the past three years of licensure.
  • Must complete an Emergency Vehicle Operations Course (EVOC) or National Safety Council Defensive Driving Course as designated by Hennepin EMS-post hire.
  • Must qualify for and maintain a Hennepin County motor vehicle operators permit-post hire.

Preferred Qualifications:

  • Master's Degree in business, business administration, management, public administration, education, finance, economics, healthcare, health sciences, public health, communication, computer science, information technology, or related field
  • Four years of approved paramedic and/or EMD experience with an active ALS service
  • Five years of supervisory or administrative experience in a direct care or support health care occupation, of which two (2) years must be with a licensed advanced life support ambulance service
